HOPE VI - Master Plan

The Revitalization Plan is the result of the work done by the HOPE VI program’s master planning team in 2001 and the early part of 2002 and is informed by community meetings held during that time.  The Plan includes an analysis of the conditions in the neighborhood prior to the HOPE VI activities, an examination of the challenges and opportunities associated with a revitalization of North East Central Durham, and some of the strategies for achieving this revitalization.  The Plan articulates the principles which will guide the implementation of the HOPE VI effort – both on a broad conceptual level and on a more detailed level.

While there are many issues and concerns that will shape how the vision is refined and implemented, the Plan provides an overall framework for each step in the implementation process.  We have broken down the elements of the Plan into smaller pieces, or phases, to sequence the revitalization effort.  As we focus on each phase, we will revisit the recommendations of the Plan, adjusting them to accommodate additional information and feedback.   The Plan sets a standard for the quality of planning and design which will need to be incorporated into any development activity in the revitalization area.
